Hello All,
Hard to believe it has been a year since our last annual meeting, but the time is here again.
I would like to take this opportunity to make a general request for volunteers. The business of the HOA is currently being done by the same core of volunteers. The three core committees would be greatly helped with just a few new volunteers. The Landscape and Maintenance Committee meets infrequently, the Rules Committee is active primarily in the summer for a couple of hours per month, and the Architectural Control committee does most of its business via email. Please consider giving an hour or two of your month to your neighborhood. We could use the help.
The HOA remains sound financially, and there is no projected dues increase for the coming year. We are proceeding with repairs to the irrigation systems, as well as other common area projects.
As I spoke of last year, we have redesigned the Seven Bar HOA website. You can view the covenants, submit a proposal to the ACC, and contact the Landscaping and Rules Committee, all on the new site. Given that the content management system of the website allows individual committees to publish their content, I am attempting to have all HOA documents and business available on the website. It is not a small task.
Going forward, we will try to have all committee meetings and minutes posted online. Proposals pending for each committee will be viewable by the members.

We are in the process of allowing individual members to create accounts, however, I wanted all members to be able to view all work items before each committee. This phase has not been completed yet. As most everyone should be aware, before making any improvements to your property, you must submit a proposal to Architectural Control Committee.
Proposals can now be submitted in the following ways:

Go to the main page and login in with the user name “member” and your zip code as the password. Open the Architecture Committee in the left navigation area and you will see a an ACC Proposals option. Click this option, and then select the Submit Ticket tab. Just follow the instructions from there.

Landscape and Maintenance Committee
The Landscape and Maintenance Committee consists of a few homeowners who have expressed an interest in ensuring that our common areas are well maintained and aesthetically pleasing. The Committee meets infrequently as needed to address issues and work on Community projects. Our “Common Areas” are maintained by Heads Up Landscape Contractors. They have been providing our landscaping maintenance for the past four years and we recently renewed their contract for another two years. Because of the size of our property, the property has been divided into 5 treatment areas. Each area is treated every 5-weeks. Treatments include trimming the bushes and shrubs, and weeding. In addition, every Monday litter is picked up along the main streets [Westside Blvd., Sierrita and Seven Bar] and during the growing season the irrigation system is checked for proper operation. We have over 175 trees along our streets that set the aesthetic tone for our community. Several trees are dead or dying. We are replacing seven trees this fall - one Chinese Pistachio on Seven Bar near Black Arroyo, three Ash on Sage Crest, two Ash on Sunapee, and one Ash on Leno. We will evaluate other stressed trees in the spring to see if they need to be replaced. Heads Up will also be replacing, under warranty, two trees at the end of the pedestrian walkway at Black Arroyo that were planted two years ago.
Over twenty-five shrubs and grasses were planted along the east side of Sierrita this summer. Due to the narrow planting spaces along the sidewalk, half of the plantings were grasses. The ornamental grasses will not infringe upon the sidewalk and will be safer plantings. Additional plantings will be made next year along the west side of Sierrita.

Rules and Regulations
The Rules Committee ensures that the “…. Declaration of Restrictions, Covenants and Conditions for the Creation and Maintenance of a Planned Residential Development” are being followed by all the members. Enforcement of the Restrictions and Covenants that all members agreed to follow when they purchased their home in Seven Bar North has enabled us to live in a quality community.
At present, there are only two active members serving on the Rules Committee. Additional members are needed to assist in monitoring weeds this coming year. If we can get 3 or 4 more people to help an hour or two a month, each person would be responsible for covering a portion of the development and with several people doing the evaluations, a more balanced evaluation would be possible.
Section 3.02 : Prohibited Uses of the Subdivision, subsection j. states:
"No vehicles of any type shall be permanently or semi permanently parked in any portion of the Subdivision visible from other Lots for the purposes of repairs or reconstruction, or storage. A vehicle shall be deemed parked for storage if it is not driven out of the Subdivision for thirty (30) consecutive days."
Vehicle repair that can be done in a short period of time, several hours to a day, such as an oil change will be permitted.
Any repairs that take several days should be done within your garage.
A vehicle will be considered parked for storage if it is not used per the 30-day provision in the subsection, is not operable, or is not currently registered. Members need to advise the Rules Committee if they observe a vehicle that has been parked for 30-days or more. The Rules Committee is not able to observe vehicles on a daily basis to determine whether they have been parked for 30-days or more.
Crime Watch
Our great neighborhoods are not immune from the effects of crime. Since January 1st alone, every one of the subdivisions that make up Seven Bar North has seen at least two residential burglaries. Auto theft, fraud, and vandalism have occurred as well. A good way for you to keep track of these incidents is to view crime mapping that is linked through Albuquerque PD's web site: www.cabq/gov/police You can also go directly to www.crimemapping.com
Although the Police Department is a great partner, we have the primary responsibility for keeping our neighborhoods as safe and crime-free as possible. This is the time to mobilize your neighbors to form a block watch group on your street. For more on crime prevention and to learn how to organize a neighborhood watch, visit the Crime Prevention portion of APD's website: www.cabq.gov/police/prevention/index.html The department is unveiling a new program which will allow block captains to enter suspicious persons and activities and send that info to other block captains.
